CapLEARN is an official website of the United States government and Learning Management System (LMS) that provides access to training, knowledge, and skills to build child welfare capacity through learning. Users can access CapLEARN by visiting https://learn.childwelfare.gov/ and registering to create a CapLEARN account. There is no cost to access or use CapLEARN.
For Participants:
There are three participant sections entitled: Self-Assessment, Classroom Materials for NTDC Participants and Right Time Training for Participants.
The Self-Assessment section allows participants to complete the survey electronically and receive automated results based on their scoring.
The Classroom Materials for Participants allows the user to complete the on-line themes: Expanding Your Parenting Paradigm and the Overview of the Child Welfare System. The section in CapLEARN also allows participants to download the Participant Resource Manuals and review Resources that supplement classroom-based instruction.
The Right Time Training for Participants section allows the user to complete Right Time Training to include: watching videos online, listening to podcasts online, reviewing discussion questions and resources and printing out a certificate that confirms completion of the training.
User information in CapLEARN is confidential. This means course information is not tracked and cannot be accessed by someone other than the user. Users can generate their own certificates of completion for Right-Time themes that they can then download and provide to their agency staff to show proof of course completion.

For Facilitators / Trainers:
The section entitled: Materials for NTDC Facilitators / Trainers includes four sections: Classroom Themes (zip files), Manuals, Evaluation and Self-Assessment (PDF).
Classroom Themes includes all of the materials needed to train the classroom-based themes including: videos, power point slides, podcasts, etc. These materials will be available for downloading only. The Classroom-Based files, videos and podcasts are large which means that they will be slow to download and you will need a strong connection to the internet.
Implementation Manuals are included in the Manual section and available for download.
The evaluation section will include pre and posttests and fidelity forms for each of the classroom-based themes. These documents are optional, but must be downloaded for use.
The Self-Assessment section provides a copy of the self-assessment survey and the scoring guide, allowing facilitators to use the paper version of the survey if desired.
